Old Cliques? The Federal Ministry for Displaced Persons between the Nazi Dictatorship and Democracy

The Ministry for Displaced Persons (1949–1969) was the highest federal authority responsible for the affairs of the approximately 8 million displaced persons and refugees in the Federal Republic of Germany. Not only were its leaders polar opposites: the first minister was a member of the Resistance, whilst his successor was deeply entangled in the Nazi system.
What role did old cliques, party membership cards and personal networks play in the work, career progression and influence within the Ministry for Displaced Persons? Did this differ from other federal ministries? The new collective biography Kommunikation und Konsensfindung (Communication and Consensus-Building) (find it here for free) systematically explores such questions for the first time.
